    摘要:

    在对反舰导弹项目所涉及的各方面进行充分分析的基础上,建立了包括必要性、可行性、经济性、实用性、先进性和保障性方面的指标体系,并据此建立了反舰导弹项目评价的指标体系。根据评价方法选取原则,针对建立的评价指标体系选取了8种方法,在编程实现过程中,采用了改进的专家评分法、模糊方法和数据处理方法等,增加了对数据的利用率,在一定程度上增加了评价的客观性。另外,对编程过程中遇到的关键问题进行了较为详细的阐述,并运用Delphi开发实现了评价系统。

    Abstract:

    The six aspects index system on necessity, feasibility, economical, practicability, progress and indemnify was established, based on the full analysis about each aspect of anti-ship missile project, then the index system about anti-ship missile project was established according to these aspects. Eight methods were selected based on the choose principle of evaluation method. On the process of programming, modified Delphi, illegibility evaluation method and data processing method were adopted to enhance data utilization rate, so the objectivity was added. In addition, particular presentation was given to resolve key problem on programming, and the evaluation system was achieved using to Delphi.
