    摘要:

    我国当前面临的海上非传统安全威胁异常突出,对非战争作战行动提出了新的要求。针对海警在周边海域执法及海军在亚丁湾执行护航等非战争军事行动过程中遇到的对从事非法活动的小型快艇取证难这一问题,提出了运用无人机进行取证方法,并对其取证能力进行综合评估研究。运用层次分析法建立了无人机对海上快速移动可疑目标取证能力的评估指标体系,采用熵权法等量化了评估指标的权重,并利用灰色系统理论建立了无人机对海上快速小目标的取证能力评估模型。通过实例仿真可知,运用该模型不仅能有效地评估出无人机的海上取证执法能力,还能够进一步量化分析出影响取证能力的主要因素,为有针对性的加强取证无人机装备系统建设提供了理论支撑。

    Abstract:

    In view of the difficulty of obtaining evidence from small speedboats engaged in illegal activities encountered bythe maritime police in the enforcement of law in the surrounding sea areas and the navy in the course of non-war militaryoperations such as escorting in the gulf of aden, in this paper, the method using UAVs for forensic operations was put for.ward and their forensic capabilities were evaluated. Firstly, the evaluation index system of UAV’s forensic ability to fastmoving suspicious targets at sea was established by analytic hierarchy process. The weight of evaluation index was quanti.fied by expert scoring method and entropy weight method. Then, the evaluation model of UAV’s forensic ability to fastsmall targets at sea is established by using grey theory. The simulation results show that the model can not only effectivelyevaluate the capability of forensics and law enforcement at sea, but also quantitatively analyze the main factors affectingthe capability of forensics, so as to strengthen the equipment system of forensics UAV.
