      基于性能的后勤保障其实质就是购买性能而不是传统的购买产品和服务。目前这已成为美国国防部首选的产品保障策略。鉴于目前飞行训练任务期间备件需求量预测方法与定期维修保障模式顶层指标相脱节,预测结果无法适应飞行训练及面向性能保障的需求,文章通过基于性能的保障性分析方法,给出了基于性能保障分析的备件需求规划流程;以维修保障费用最低为目标,飞机使用可用度、备件保障概率、备件利用率等保障性指标为约束条件,建立了基于多约束的飞机备件预测模型。实例应用表明,该方法所获取的备件需求预测量完全基于设备保障性能角度建立,能够满足用户提出的“购买性能”需求,既有利于实现某型飞机系统维修保障顶层设计要求,又增强了备件需求定量预测的可操作性。
英文摘要:
      Performance-based logistics is essentially purchasing performance rather than traditional products and services.It has become the preferred product support strategy of the U.S. Department of Defense. In view of the fact that the forecast?ing method of spare parts requirement during the flight training mission of the domestic army is out of line with the top-lev?el index of the regular maintenance support mode, the forecasting results can not meet the requirements of the flight train?ing and performance-oriented support of the army. Through the performance-based supportability analysis method, thespare parts requirement planning process based on performance-based support analysis was given in this paper. With thegoal of minimizing maintenance support costs, the support indexes of system equipment availability, spare parts supportprobability and spare parts utilization ratio as constraints, a multi-constrained aircraft spare parts prediction model was es?tablished. The example application shows that the spare parts requirement forecasting quantity obtained based on theequipment support performance can meet the“purchasing performance”requirement put forward by the army users. It isnot only conducive to the realization of the top-level design requirements of maintenance support for a certain aircraft sys?tem, but also enhances the operability of the spare parts requirement quantitative forecasting.
